The Lupinrangers must gather the Collection before the Patrangers can, and the Patrangers can’t deny that what the Lupinrangers are doing is stealing. Phantom thieves and police officers… two Sentai that could never join hands will clash against each other!

Once a solitary phantom thief, the other time a noble police officer! Who is Noel Takao really? Noel was waiting for the thieves at their bistro, and Goodie seemed to have missed him a lot. It seems that he has also met with Kogure, and that it is said he has some sort of connection to the Lupin family. In addition, Keiichiro was awaiting Noel at the Global Police station. Both Hilltop and Jim Carter flood him with questions. Will he answer them all? Just then, Gangler Gabbat is aiming to destroy the city dam. Against a strong enemy who possesses a Collection piece that repels all attacks, will they be able to stop him?

Noel is both a phantom thief and a police officer. He pretends not to know the identities of Kairi and the others as he joins Keiichiro and the team at a meal at Jurer. Umika seems to be rightfully confused as to the situation, with Sakuya staring awkwardly at her, and Noel coming from the city of love itself. Meanwhile, a Gangler starts to capture humans inside a mysterious fish bowl, as it seems that Goche asked for him to collect humans. Umika rushes to the scene drawing out her VS Changer, while Sakuya also appears on the scene…

In the Gangler’s dimension, a golden safe Gangler is seen sitting on the boss’ chair without permission, Raimon Gaorufang! Along with his subordinates, Ushibaroque and Giwi, he likes making sure he gets his own way. Destra, meanwhile, is furious upon their sudden arrival. The instructor of a cooking school seems to be missing recently. There is some suspicion that it might be the influence of a Gangler, so the Global Police conduct an investigation to no avail. Noel anticipates a problem by having Keiichiro disguised as a teacher, and asks cooperation from another well-known chef to be a professor…

One of the members of the Raimon Army has been defeated, but the Ganglers are currently unaware of the whereabouts of the other two escaped Gangler members. They are assuming that they are hiding somewhere in the Human World. Meanwhile, Kairi hears of an interesting pendant that is currently trending and in search of potential buyers. The Global Police also appear on the scene when advised of a suspicious buyer there. They appear to have found this place due to a recent sighting report…

Both PatKaiser and X Emperor are crushed at the hands of Raimon! Noel, defeated and injured, is rescued by the Lupinrangers and given refuge in Kairi's room at Jurer. Alone in the dreary room, Noel picks up a picture of a young Kairi standing beside his lost brother. Meanwhile, Raimon is trying to take Zamigo into his ranks. Somehow, it seems that the power of the prideful Raimon's own Lupin Collection piece is fullproof against his "true enemy". However, it seems that Zamigo has taken notice of this... as the Global Police encounter Raimon once again, Noel appears in the midst of the violent battle dressed very formally...

Noel discovers that a piece of the Lupin Collection, a small mermaid statue, is up for bid at a hidden auction in the city. In order to secure its retrieval, Noel takes Umika with him to steal back the Collection undercover. However, a new Gangler, Gristo Lloyd appears there! Meanwhile, the Global Police are busy investigating the mysterious auction alongside Noel. Despite him being there to retrieve information for the police, he also seeks to steal the Collection right under their eyes…

Tooma meets a mysterious martial artist at his dojo, Mr. Shouemon Oshi. Tooma decides to stop by and look in his dojo as he is walking by just out of curiosity, when he notices that Sakuya is in there too! Sakuya started training at this very dojo some three weeks ago in order to help improve his accuracy, but also his fighting skills as well…

Kairi eats the pudding that Umika was so looking forward to enjoying herself. Umika is angry at Kairi as he goes around teasing her for it. Just then, a man from afar suddenly notices the two together. Moreover, the Gangler, Ryugu Tamatebacco, is using smoke to turn everyone old! This is a part of Dogranio's plan to shorten the lifespan of humanity...

Keiichiro encounters a Porderman made by Goche Ru Medou. In the midst of their confrontation, Keiichiro's memories get locked within the safe on the Porderman's head! It seems to be one of Goche's new experiments. Noel starts to think of a way to retrieve his memories once again. Apparently the power of the Lupin Collection is not at its height, so there is still a chance they can retrieve his memories. But in order to do so, they'll have no choice but to steal the Collection...

Keiichiro took a paid vacation and decided to go to a hot spring resort. Coincidentally, Kairi was there on vacation as well. Since none of them are working, they can't refuse the opportunity to explore the city together. Meanwhile, a Gangler who doesn't commit any crimes appears in the city. The Global Police are cautiously attentive towards the situation, but the teams tries to stop Noel who is trying to call Keiichiro back.

The Global Police intercepts and breaks up a battle between the Ganglers. Yansea Ulazer, who was seen as inferior compared to the other Ganglers, begs the Global Police to arrest him! Meanwhile, LupinKaiser and X Emperor are busy fighting giant Porderman and giant Golem creatures. Is all of this the first to come of Goche Ru Medou and Destra Maajo's preliminary attacks? The thieves are suspicious within the cockpit.

Goche Ru Medou has successfully fused 5 safes into a single Gangler’s body, creating a formidable enemy! The Gangler grows large and uses the various abilities of the Collection to completely destroy PatKaiser with its overwhelming power. However, the number of safes on his body is much too large at the moment and becomes too unstable as he reverts back to normal size. The Lupinrangers attempt to break into as many safes as they can while on the ground, but despite them not even being golden safes, the Dial Fighters are unable to open them.

A new Gangler, Envy Tilde has appeared! Although the thieves didn't suspect the wind-based attacks of the Gangler, they didn't notice that they were turned into children! Furthermore, the Global Police confiscated their VS Changers once they arrived on the scene. Kairi, Tooma and Umika devise a plan to sneak into police headquarters, but can they fool Sakuya and the others?

GoodStriker suddenly appears at Bistro Jurer. Apparently he's come to alert the thieves that Noel has gotten caught in a trap while searching for the lair of Arsene Lupin. Kairi and the others are about to head out, when just then...! Meanwhile, the Gangler, Kerbero Gangan has stolen an important gun from a museum. The three officers of the Global Police rush to suppress the Gangler, but are suddenly overwhelmed by the power of the gun that he wields. Just what on Earth is it?

As Kairi came in to open the cafe for the day, he suddenly encounters Kogure inside. He wants to try some espresso before he lets the Lupinrangers in on the latest piece of the Collection. Just then the Gangler, Doryun Samp appears, and starts to split people's personalities. Not to mention that Kogure, who got caught in the crossfire, had his personalities split up into "Good Kogure", "Bad Kogure", and "Ordinary Kogure".

The Global Police have now closed in on the hidden location of the Gangler, Pekka Zeppelin. However, thanks to Pekka's mysterious abilities, Sakuya misses the Gangler and shoots at Keiichiro and Tsukasa instead. Natrually, Sakuya is upset with himself, until he comes across a mysterious necklace that is said to calm people's anger. Meanwhile, the phantom thieves have identified Pekka's Collection as one that can twist things to their advantage. But just as they set out to collect it...

The Gangler, Yadogar Gohome, engages in a three-way battle with the phantom thieves and the police officers! Yadogar however, will use his unique ability to send everyone back to the places they've always longed to return to. It's not a dangerous ability, but both teams will be unable to defeat the Gangler if they are unable to leave their homes. Both the phantom thieves and the police officers are thinking of clever ways to counterattack, however...

Footage registered by the Global Police and by Kogure detect a large jumbo jet entering the Earth's atmosphere! They manage to identify it as a piece of the Lupin Collection, the legendary VictoryStriker! As they estimate the jet will arrive in Japan in just a few hours, both teams set out to retrieve the Collection! Noel, who acts as both a phantom thief and a police officer, decides to stop the police from securing the Collection by fighting as a thief. However, the Ganglers have intercepted the exact same information! Meanwhile, Dogranio suggests taking something important from Destra's empty Status Gold safe...

Noel infiltrated the database of the Global Police's Japanese branch and uncovered the hidden information regarding Zamigo Delma! He has the same two Status Gold safes that Destra has. As he attempts to get this information to the phantom thieves, a Gangler suddenly appears! Meanwhile, a Gangler that throws shrimp bombs appears, and Keiichiro who appears on the scene, notices the presence of Iselob Starfryed, a Gangler who was previously killed by Zamigo...!

As usual "Sabotage Kairi" is not working in the shop. Could it be because he's grown tired of gathering the Collection? This starts to greatly concern Kogure as well. Both Umika and Tooma start to worry about Kairi's recent strange behavior, but as they make their way to follow him, the Gangler Jugon Manatte appears before them...!

The Patranger and Lupinranger are getting along nicely in their civilian lives - except for Tooma and Tsukasa - when Destra attacks and sends the two into Ganglar world.

Satoru has taken a special mission from the French Branch of the Global Police Headquarters: investigate their suspicions concerning Noël Takao being a likely Gangler spy! Noël somehow manages to escape in the midst of the falling rain, only to run into the phantom thieves' pointed gun...! What will Noël tell Kairi and the others after Goche Ru Medou told them that Noël wasn't human...?

Sakuya was invited to a Christmas party at Sota's kindergarten! To encourage Keiichiro and Tsukasa to help with the arrangements, he asks them to go to Jurer to get some chicken dishes to make for the party! But just then, the Gangler Samon Shakekisutanchin appears! Meanwhile, the Global Police discover that the human skin the Ganglers wear belonged to the disappeared people of Tokyo! Is what Narizma saying the truth? He drops his shoulders until he realizes that Keiichiro is there...

Kairi goes with Noël and the others to pray at a temple for the first time commemorating the New Year to come. However, another red safe-headed Porderman appears before them, and traps them all within an inescapable game dimension. Keiichiro discovers that some of the victims from the massive disappearance across the city two years ago, were Kairi's older brother, Shouri, Tooma's own fiancè, Aya, and Umika's close friend from high school, Shiho. Keiichiro also recalls Noël's familiar words that he himself decided to become a phantom thief in order to regain his loved ones.

Keiichiro and Tsukasa both suspect that the three employees of the Jurer Bistro are the phantom thieves! Sakuya invites Umika out to dinner in order to hear the truth directly from her so that he can clear his mind of any doubt of her being a phantom thief. Despite the fact that Umika leaves to dinner rather cheerfully however... Meanwhile, Goche Ru Medou has successfully remodeled Zamigo Delma's body thanks to the pieces of the Collection that she took from Dogranio Yaboon without permission. Zamigo makes his way to the human world to leave as much of a dent in it as he can.

Noël decided to sacrifice himself in order to stop Goche Ru Medou's rampage upon the city and the members of his team. Goche is excited to begin dissecting Noël's body, but Dogranio decides to instruct Goche to execute him in the human world so as to leave a lasting impact upon humanity. Broadcasting a public execution, a clearly obvious trap, and then the phantom thieves and the police officers suddenly appear.

Kairi and the others have been forced to unmask themselves in front of the whole world to be the phantom thieves! The phantom thieves are forced to hide in a refuge Kogure quickly managed to secure for them. While there, they hear the story behind Dogranio Yaboon's chained golden safe... Meanwhile, Bistro Jurer has been completely emptied out, leaving no trace of the previous occupants. Keiichiro and the others are unable to muster any words after witnessing such an elaborate escape... Just then, Dogranio Yaboon decides to act like a true gangster, and no longer like his former boss persona! Furthermore, Zamigo tracks down his opponent Lupin Red to have a talk with him who he has shown to be fascinated with for a very long time...

It's a death match between Lupin Red and Zamigo Delma! Thanks to the power of his Collection, Lupin Red's offensive attacks aren't hitting their marks forcing Lupin Red into a dangerous corner! Meanwhile, Siren PatKaiser is busy taking on the army of giant Pordermen in the city! Just then, X comes running in with an idea of his own...! And finally, over in the hospital, both Tooma and Umika's eyes start to open once again...!

The Lupinrangers have finally managed to defeat their greatest enemy, Zamigo Delma! All of the victims from the serial freezing incidents and other killings committed by Zamigo are being liberated from their ice prisons! Among them, are the Lupinranger's loved ones: Kairi's older brother, Shori, Tooma's fiancee, Aya, and Umika's childhood friend, Shiho. Although the Lupinrangers are celebrating fulfilling their wish, they remain trapped inside of Dogranio Yaboon's safe, sealed off by an indestructible chain! The Patrangers confront Dogranio with an overwhelming show of force, however...
